The Palestinian Association for Human Rights (Witness) strongly condemns the Israeli military attack that targeted the Qatari capital, Doha, last night, September 9, 2025. This unprecedented act represents a blatant violation of the sovereignty of an independent state and a member of the United Nations, and an undermining of the principles of international law and the UN Charter, which prohibits the use of force in international relations.
Witness views the targeting of Qatar not only as an aggression against the sovereignty of an independent state but also as a grave undermining of the foundations of the international order, which is based on the peaceful settlement of disputes through negotiations, mediation, good offices, and arbitration. Attacking a state that hosts mediation efforts jeopardizes the entire system of peaceful solutions and threatens international peace and security.
Witness further affirms that Israel’s continued expansion of its aggression beyond the occupied Palestinian territories threatens both regional and international peace and security, placing the international community before its legal and moral responsibilities. Accordingly, we demand the following:
1️⃣ The opening of an urgent and independent international investigation into the attack on Qatar and the identification of responsibilities.
2️⃣ The Security Council’s action to take immediate measures to stop cross-border aggressions that undermine international peace.
3️⃣ Guaranteeing the protection of states and mediators engaged in humanitarian and political efforts, and safeguarding their role from targeting.
4️⃣ Holding the perpetrators of the attack accountable before international justice, as it constitutes a crime of aggression and a grave violation of the UN Charter.
