The Palestinian Association for Human Rights (witness) expresses its strongest condemnation and profound outrage regarding the criminal killing of journalist Amal Al-Khalil on Wednesday, April 22, 2026, in southern Lebanon. This act occurs within the context of a systematic targeting campaign by the Israeli occupation against media personnel working to document the truth and expose violations on the ground.
Targeting journalists while they are performing their professional duties constitutes a flagrant violation of the rules of International Humanitarian Law (IHL), particularly the Fourth Geneva Convention, which grants civilians special protection, and Article 79 of the Additional Protocol I, which stipulates the necessity of protecting journalists in their capacity as civilians.
(witness) affirms that the deliberate targeting of journalists who are clearly identifiable by their professional insignia amounts to a war crime under Article 8 of the Rome Statute of the International Criminal Court.
The Palestinian Association for Human Rights (witness) extends its deepest condolences to the family of the deceased and to the entire media community. (witness) calls upon the international community and international human rights institutions, foremost among them the International Federation of Journalists (IFJ), to launch an immediate and independent investigation into this crime to ensure that perpetrators do not escape accountability and to combat the culture of impunity.
